This is the first in a series of Briefing Papers that will address “disappearances” in the “War on Terror.” This Paper presents factual summaries of individuals who may be in secret detention sites. Forthcoming Briefing Papers will address: the wider range of practices that may violate human rights law concerning enforced disappearances; international and regional law relevant to “disappearances”; domestic law applicable to “disappearances”; and legal standards governing collaboration by states in the humanrights violations of other states.

Es sabido que los Estados Unidos mantiene detenidos en lugares secretos. Pero es menos sabido quienes son estos individios. En este informe el Center for Human Rights and Global Justice presenta las historias de 28 individuos que pueden haber sido hecho ‘desaparecer’ por el gobierno de los Estados Unidos. Sus historias están sacadas de los medios de comunicación, informes y en algunos casos de entrevistas con representantes legales. Aunque el nivel de certeza sobre el estado de estos individuos cambia, los hechos en cada caso son suficientes para indicar que cada uno podría haber sido víctima de una desaparición forzada cometida por los Estados Unidos. (c) Individuals who may be in U.S. detention and who may be held in U.S.-controlled secret locations or foreign facilities run with U.S. involvement
