The Night and Fog Decree was an order by Adolf Hitler on December 7, 1942, signed and implemented by Chief of Staff of the Armed Forces Wilhem Keitel. This order resulted in the enforced disappearance of many political activists throughout Nazi Germany's occupied territories. The victims were from France, Belgium and The Netherlands. The importance of this document lays on its historical value. This is the first document that makes enforced disappearances a systematic practice allowed and encouraged by a State. This document gives an indirect definition of enforced disappearances, and the reasons why a totalitarian state would have a tendency to use them as method to control opposition.
