Nepal - Comments on draft Disappearances Bill - Letter to the Speaker of the Constituent Assembly

This is the second public round of comments by the ICJ as they made 23 recommendations on a previous draft in May 2007. However that draft was to be tabled as an amendment to the Civil Code to the interim legislature-Parliament. Following these comments and the landmark ruling of the Supreme Court on June 1st of 2007, a new seperate Bill was drafted. It is the draft of this Bill (the Disappearances Bill) that is commented here.
