| Tens of thousands of disappearances. Only during the 1990s Presidential commissions found that over 20,000 persons had disappeared. A new wave of disappearances has occurred in the last two years, in which more than 1,500 people have disappeared. |
| Context |
| Cases reported to the UNWGEID are alleged to have occurred in the context of two major conflicts in Sri Lanka. Firstly the conflict between Tamil militants and government forces in the north and north-east of the country reported to have occurred since 1990. Secondly the conflicts between the People's Liberation Front (JVP) and government forces in the south, which took place in the period from 1987 to 1990. These disappearances coincided with extreme violence on the part of both security and the JVP. The Working Group undertook three field missions to Sri Lanka, in 1991, 1992 and 1999. The central recommendation to the Government was the establishment of an independent body with the task of investigating all cases of disappearance which had occurred since 1995 and to accelerate its efforts to bring the perpetrators to justice. According to the Human Rights Watch report 'Recurring Nightmare: State Responsibilities for "Disappearances" and Abductions in Sri Lanka', the phenomenon of enforced disappearances in Sri Lanka has now returned. With the resumption of major military operations between government forces and the LTTE, a new wave of enforced disappearances and abductions engulfed the country in 2006-2007. |
